9. บทสรุป : หนทางเดียวสู่การปรองดอง
กระทั่งก่อนที่คนเสื้อแดงอีก 55 คนจะถูกสังหารด้วยน้ำมือของกองทัพไทยเสียด้วยซ้ำที่นายกรัฐมนตรีอภิสิทธิ์ เวชชาชีวะได้ให้คำมั่นว่าตนเองและรัฐบาลของตนจะสร้างความ “สมานฉันท์”  และโดยเฉพาะยิ่งหลังจากมีการสังหารหมู่ผู้เรียกร้องประชาธิปไตยครั้งเลว ร้ายที่สุดในประวัติศาสตร์ของประเทศ ประเทศไทยก็ยิ่งต้องการการสมานฉันท์กว่าที่เคยเป็นมา แต่น่าเศร้าใจที่เห็นได้ชัดว่าผู้มีอำนาจที่ปกครองอยู่ในขณะนี้ไม่มีความ สามารถหรือมีความตั้งใจแรงกล้าเพียงพอที่จะส่งเสริมการสมานฉันท์อย่างแท้ จริง
อีกทั้งมาตรการที่เข้มงวดและการโหมไล่ล่าในช่วง 6 สัปดาห์ที่ผ่านมา (เห็นได้จากการต่ออายุ พ.ร.ก. การบริหารราชการในสถานการณ์ฉุกเฉิน การจับกุมคุมขังผู้ที่สนับสนุนคนเสื้อแดงจำนวนหลายร้อยคน การกักขังแกนนำ นปช.ไว้ในค่ายทหาร การปราบและปิดกั้นสื่อทางเลือกทั้งหมด) การแต่งตั้งคณะกรรมการหลากหลายคณะเพื่อแสร้งให้เห็นว่าประเทศกำลังเดินหน้า ไปสู่หนทางแห่งการ “สมานฉันท์” ซึ่งในข้อเท็จจริงแล้วเป็นเพียง “การสร้างความเห็นพ้องทางอุดมการณ์” โดยการใช้อำนาจบังคับผ่านการโฆษณาชวนเชื่อและการปราบปราม
นายกรัฐมนตรีและคณะนายทหารซึ่งกำลังชักใยอยู่เบื้องหลังรัฐบาลนั้น เลือกที่จะเพิกเฉยต่อข้อเท็จจริงพื้นฐานสองประการที่คนทั้งโลกเข้าใจแล้ว ประการแรกคือ การสมานฉันท์ไม่อาจเกิดขึ้นได้โดยปราศจากความจริง ประการที่ 2 การปราบปรามไม่ใช่หนทางที่จะนำไปสู่ความจริงและการสมานฉันท์ เผด็จการนั้นมีแต่จะสร้างความเกลียดชังและการหลอกลวงเพิ่มมากขึ้นเท่านั้น
การทบทวนเหตุการณ์ชี้ให้เห็นว่ารัฐบาลอภิสิทธิ์และกองทัพไทยต้องรับผิด ชอบต่อการละเมิดสิทธิมนุษยชนที่กระทำอย่างต่อเนื่อง อาชญากรรมต่อมนุษยชาติ และการกลั่นแกล้ง ไล่ล่าทางการเมืองอย่างเป็นระบบ ขณะที่รัฐบาลไทยมีหน้าที่ตามหลักกฎหมาย ระหว่างประเทศที่ต้องดำเนินการสืบสวนสอบสวนการกระทำละเมิดของตน และต้องนำตัวผู้รับผิดเข้าสู่กระบวนการยุติธรรม ประชาคมนานาชาติก็มีความรับผิดชอบด้านศีลธรรมที่จะทำให้มั่นใจว่าการก่อ อาชญากรรมของรัฐจะไม่ถูกปกปิด อันที่จริง ขณะนี้เห็นได้ชัดเจนว่า มีแต่แรงกดดันจากนานาชาติและการเข้ามามีส่วนร่วมของนานาชาติเท่านั้นที่จะ สร้างความมั่นใจได้ว่าการสืบสวนสอบสวนเหตุการณ์สังหารหมู่ในกรุงเทพฯ ที่รัฐบาลเป็นเจ้าภาพนั้นจะไม่เป็นเพียงการสร้างความยุ่งเหยิง ที่นำไปสู่การฟอกตัวเองจากกระบวนการยุติธรรมเพื่อซ่อนผู้ที่ต้องรับผิดชอบ ต่อความรุนแรงโดยรัฐอย่างที่เป็นมาตลอดทุกครั้งในประวัติศาสตร์ไทย ไม่ต้องสงสัยเลยว่าประวัติศาสตร์จะเป็นผู้ตัดสินความผิดของผู้ที่ต้องรับผิด ชอบต่อกรณีการสังหารหมู่ที่เพิ่งเกิดขึ้น เฉกเช่นเดียวกับการสังหารหมู่ผู้เรียกร้องประชาธิปไตยจำนวนมาก เมื่อปี 2516, 2519 และ 2535 อย่างไรก็ตามสำหรับครั้งนี้ ผู้ที่ต้องรับผิดชอบจะต้องเผชิญกับความรับผิดจากการกระทำของตนเองในศาล ยุติธรรมที่แท้จริงซึ่งไม่ใช่ศาลที่พรั่งพร้อมไปด้วยมิตรสหาย หรือคนในการอุปถัมภ์ หรือผู้ที่ถูกแต่งตั้งจากพวกเขากันเอง
“การสมานฉันท์” ยังต้องอาศัยการยอมรับว่าความวุ่นวายทางการเมืองในปัจจุบันเป็นผลมาจากการ ทำลายและปฏิเสธเจตจำนงของประชาชนครั้งแล้วครั้งเล่า ดังนั้นแล้ว การแก้ไขจะทำได้ก็ด้วยการยินยอมให้ประชาชนไทยได้พูดด้วยตัวเองในการเลือก ตั้งเท่านั้น แน่นอนว่าเพียงการจัดการเลือกตั้งนั้นยังไม่เพียงพอ ประเทศไทยต้องการการเลือกตั้งในบริบทที่ไม่มีฝ่ายใดได้เปรียบอันไม่สมควรจาก การปิดกั้นฝ่ายตรงข้าม จากการหนุนหลังจากกลไกรัฐ จากความโน้มเอียงของศาลที่จะบิดเบือนผลการเลือกตั้ง จากโอกาสที่กลุ่มอำนาจเก่าจะบ่อนทำลายรัฐบาลที่มาจากการเลือกตั้งของประชาชน ซ้ำอีก หรือความหวาดกลัวว่าการรัฐประหารโดยกองทัพจะเกิดขึ้นอีก ประเทศไทยจึงต้อง การการเลือกตั้งที่มีการแข่งขันของทุกฝ่ายภายใต้กฎกติกาที่เคารพในสิทธิของ ประชาชนที่จะลงสมัครรับเลือกตั้ง ลงคะแนนเสียงให้กับผู้สมัครที่พวกเขาเลือกได้ด้วยตัวเอง และมีรัฐบาลจากพรรคการเมืองที่พวกเขาได้เลือกมา รัฐธรรมนูญพ.ศ. 2550 ที่ประกาศใช้ภายใต้การควบคุมของรัฐบาลทหารซึ่งให้อำนาจศาลในการยุบพรรคการ เมืองและตัดสิทธิทางการเมืองของผู้นำพรรคนั้นสอบตกด้านความชอบธรรม ตราบเท่า ที่อภิสิทธิ์ยังมีความจริงใจต่อความเชื่อของตัวเองว่าเขามีความชอบธรรมที่จะ ปกครองประเทศ เขาก็ควรยินดีกับโอกาสที่จะได้แสดงว่าตนเองมีความชอบธรรมผ่านสนามเลือกตั้ง ที่สู้กันอย่างเท่าเทียม ตราบเท่าที่เขาหวาดกลัวการตัดสินจากประชาชน เขาย่อมไม่ที่อยู่ที่ยืนในรัฐบาล
